400 yrds with a 17...... Should be fun.  Don't think youre going to like any of those scopes for that purpose though.  You will want something with target turrets and reliabilty and repeatability.  When i was running my 17hmr my favorite scope on it was a SWFA SS 3-9.  It allowed me to really stretch that little 17gr bullet to the limits and always returned to zero.  If 400 is truely your goal, you need to look at different scopes IMO.... just saying

I just picked these do to price range and because i have heard some good things and i have heard the names before, i didnt just want to get any scope i want something dependable and i haven't heard or seen any other scopes besides the ones i picked.

Svt_tactical what scopes would you prefer if you was trying to stretch the 17g or 20g bullet out to 400

SWFA
http://swfa.com/Riflescopes-C1443.aspx

This is the ONLY place to look when it comes to purchasing optics.  Here is the scope I talked about earlier, and when I put together another 17 I'll put this on it.
SWFA SS 3-9x42 Tactical 30mm Riflescope SWFA SS 3-9x42 Tactical 30mm Riflescope
Stock # - SS39X42MQ
  • Matte
  • Patented First Focal Plane Mil-Quad Reticle
  • 30mm
  • OK for .50 cal
  • 0.1 MRAD
$599.95
Add SWFA SS 3-9x42 Tactical 30mm Riflescope to Cart
More Details »

Optional Accessories:

Other options are listed below.  If I had the need for more than 9X on the top end and didn't wanna go crazy I'd look at this scope -
Weaver 3-15x50 Tactical 30mm Rifle Scope Weaver 3-15x50 Tactical 30mm Rifle Scope
Stock # - WEA800363
  • Matte
  • Illuminated EMDR
  • 30mm
  • Side Focus
  • .36 in. Click Value
  • First Focal Plane Reticle
$699.95
Add Weaver 3-15x50 Tactical 30mm Rifle Scope to Cart
More Details »

Optional Accessories:

Another option with the same train of thought -
Vortex 4-16x50 Viper PST 30mm Rifle Scope Vortex 4-16x50 Viper PST 30mm Rifle Scope
Stock # - PST416S1M
  • Matte
  • EBR-1 Mil Reticle
  • 30mm
  • .10 Mil Adjustments
$699.95
Add Vortex 4-16x50 Viper PST 30mm Rifle Scope to Cart
More Details »

Optional Accessories:
I actual use this exact Vortex on several firearms and have been more than impressed with it for the cost.

If you want to stay with something more "balanced" for the typical 17hmr another good 3-9 would be this one -
Leupold 3-9x40 VX-R Patrol Tactical 30mm Riflescope Leupold 3-9x40 VX-R Patrol Tactical 30mm Riflescope
Stock # - LEU113771
  • Matte
  • FireDot TMR
  • 30mm
  • 1-Button Illumination
  • Motion Sensor
  • Index Matched Lens Coatings
  • Lead-Free Edge-Blackened Lenses
$599.95

Them are out of my price range!! The 400 yard should would be just for paper, longest shot for hunting would be maybe 250 yards max on small predators. x14 and x16 is what im looking at for top end because i like to look at what im shooting in the eye and try to see what it is thinking before i shoot!!! I just cant spend more on the scope than i did for the gun....

SPL16362 Weaver 4-16x42 Classic V Rifle Scope DEMO-C
Click to view 849409, Matte, Fine Crosshair, 1"
$229.95

The two SS's in that list are fixed powers, but they are ultra reliable and have the turrets you'll enjoy when it comes to dialing out for shots for distance,  The SuperSlam weaver has some niffty turrets as well.  The other two weavers are mroe than serviceable too.

one more option -

Nikon 4.5-14x40 Buckmaster Riflescope Mil-Dot Nikon 4.5-14x40 Buckmaster Riflescope
Stock # - NIK6469
  • Matte
  • Mil-Dot
  • 1"

$319.95
Add Nikon 4.5-14x40 Buckmaster Riflescope to Cart

Optional Accessories:

This would be a handly scope for what your doing.  Only issue is it has limited elevation travel and you may run into issues with not having enough to get to where you want.

I hate to recommend this but its had fair reviews, some use the sweet 22 with good results and I acutally used the sweet 223 with good results.

Another better choice IMO because of the company being so good in the event of a problem is the Vortex Diamond back you mentioned above.

Within your budget and from the scopes that you listed, I would go with the Mueller APV, a lot of guys over on Rimfire Central are using them and like them.

Not really sure, from the looks of it, one has a 1" tube while the other has a 30mm tube.  The tactical also has a Mil-Dot reticle.  Since you are looking at longer distances with the 17 HMR, the mildot may make since.

i have a savage 17 hmr rifle and i have a 4-16x40 tasco mil-dot  scope and i can shoot a groundhog at 400 yrds with a hornady 17 gain bullet and hit the hog and put a hole in it but he still makes it to the hole. the only thing the shot will do is piss the hog off
