The H&R single that most of use have had as a shotgun single shot or a bolt gun? Bushnell 3200 has a 4-12 that is near you price range.  That would be clearer and have a better ballance.  Weaver fixed K6-38 is around your price range and would blance well on your gun.  I would not go beyound a 4-16 for both balance and clarity, in things near your price range.  In fact there are several very nice 3x9 scopes in your price range that work very well.  You would find them much easier to use at longer range than higher magnification scopes with poor lenses. You would also find them much easier to use on grey days and near dusk and dawn which are often peak varmit times.
The rule of thumb is the longer the distance the clearer you need the scope to be, magnification come after clarity.
