I'm interested in possibly changing the reticle in my Helia C 3x12x56 from a 4A to a Plex. Can this be done?
 
Is Legacy Sports still the distributor/service contact for Kahles? If not, who is? Kahles has them listed as their distributor on the Kahles website, but Legacy no longer mentions Kahles on the Legacy website.
 
Any idea of cost involved?
 
I realize that it could take a couple of months or so, and that's fine with me.

Why is the world would you want to do that.  On most scopes the 4a cost more than plex. The top line is useless unless it has mil dots on it so why not stay with the uncluttered viewing area.  I wish my duplex scopes were  4a reticles.  To take it apart and change it does not seem like a good idea to me - if I didnt like it I would probably trade it on what I wanted. There is a trade in form link on the samplelist link.

Because the crosshair is "too fine" for low light shooting...ie, it doesn't show up well at the very last moments of light. The coarse portion of the crosshairs ends too far away from the "cross" for my tastes.
 
Personal preference, my friend. "The "clutter", as you call it, doesn't bother me. It draws me to my aiming point just that much faster at that last moment of light.

I don't know the cost but for a Swaro reticle change was around $150.00. Kahles is probably the same or close.

I like the plex for all around situations and longer shots but if your going to use it for low light shooting only, the 4a way is better. The 4a is also faster at picking game. I have both reticles in Swaro; I believe the reticles of Swaro and Kahles are the same or very close.

May have to be sent to Austria.  I had several done when Kahles was being serviced by Swarovski.  It was a two week turnaround and cost 100.  I'd inquire before wanting to ship that out. 
 
I'll have to agree with the above comments.  I found my 4A reticle far superior to the 4a.  But that's my opinion and it's your time and money.
