I have a Cooke Troughton & Simms Instrument flash spotting scope. It is a No 4 MKIII USM
Can anybody tell me anything about it? And possibly its value?

Welcome to the O.T. I couldn't turn up anything, but that usually don't mean anything. While not exactly matching your nomenclature, other scopes that were made by the same company seem to be pretty rare, and sought after. Sure hope someone can get to the bottom of this for you!
