Does ED (FL) glass make a measurable difference in the low light capabilities of a scope?

TRUE ED glass primarily eliminates secondary chromatic aberration which is a failure of the lens to focus all colors to a single point, which causes a fuzziness in the image and color "smearing". So, yes ED glass will improve your visible image. A lot of ED glass is only marginally appropriately named. Nikon invented ED glass in the mid-70's.
