I agree with Palehorse, the UCC Monarch is a great scope for the money. I have one with plex reticle and it has done a good job in low light and dense cover. It fine for any long shots on game too.
The 4-16 Tasco is $70 for a 4-16. I don't think that is good for "world class" in any shape or form regarding scopes. I have been totally underwhelmed with Tasco scopes. I only have one that I kept, a spotter, and it is poor at best.

I have several 3-9x40 monarch ucc's, and viper 2-7x32. you cant go wrong with either of those 2.
