How to Measure Actual Magnification

Hey, does anyone know how you can measure the actual (i.e. apparent or effective) magnification for a rifle scope? I've read where some knowledgeable people have said “marked numbers cannot be trusted." Ultimately, what I'm trying to do is find exactly 18x on several variable power scopes. Most of them have a range that is well above and below that number. 

I've come up with a couple methods, but they all seem pretty rough. Google doesn't seem to be helping (or I don't know what to search for). And ... I'm on a budget. I'd be willing to spend up to $100 on tools if they helped me find this in a precise way, but less would be better. Big Grin

If anyone knows a way or can point me to a resource, I'd really appreciate it. Thanks!

I don't know.  But I have seen differences in SIZE between two different 4X scopes in the past....
