No question in my mind, it's the Schmidt & Bender 4X36 Klassik.

I think it's been recently discontinued, however.

+1 on what Ted said... was a tad heavy though.

While not "the finest", but the also discontinued Zeiss Conquest 4x was a dandy. 
If at first you don't secede...try..try again.

The better question these days is "who still makes a fixed 4X rifle scope?"

There may be others, but I'm only aware of 3 mfgs who offer them today:
Leupold FX-II 4X33
IOR 4X36 Hunting
Weaver 4X33 Classic K Scout
Weaver 4X38 Classic K

Of those, the only one I've seen is the Leupold, and it's pretty nice. I have no doubt the IOR is nice as well, and those who own one sing its praises. The Weavers are probably pretty good for the money, but I would be surprised if they're in the same league as the other two, given their much lower price.

Kahles once made a 4X32 and 4X36 and Swarovski made a 4X32. In addition to the Zeiss Conquest 4X32, Zeiss also once produced the 4X32 Diatal-C. These were discontinued years ago, so they may be more difficult to find. I have no doubt all were superb scopes, though a little short on eye relief.

I do have both the aforementioned S&B 4X36 Klassik and Zeiss 4X32 Conquest in my collection. The S&B is definitely the better scope, but not proportional to the price difference. There are no warts on the 4X32 Conquest, apart from being a bit on the long side for a fixed 4X. The S&B is nearly 3X more expensive than the Conquest, but the Conquest is a tremendous value for the quality you get. Both are a bit heavy for fixed 4X scopes (at around 14 oz.). The Conquest is about 3/4" longer than the S&B. You'll likely have a hard time finding either, as those who own them usually don't want to part with them. But, if you're patient and keep your eyes open, you might still find one offered for sale. You're probably more likely to find the S&B new, since it was more recently discontinued than the Conquest. If you are interested in the S&B, note that the most recent scope from the "Klassik" series had an aluminum tube, and the earlier versions with the old style logo on top of the ocular housing had a steel tube. I would opt for the later aluminum tubed version.

If you're looking for the absolute finest 4X scope ever made, and you're willing to pay the price and possibly wait a long time to get one, my vote would be for the S&B 4X36 Klassik wearing the "finest 4X" crown.

Kaps makes one if you can find one.   It's 30mm.

Good call, Ed. I never think about Kaps, as I so rarely hear about them, and I've only seen a couple samples of their scopes over the years at hunting shows.

They do make a 4X36...

I'm down to only two 4X scopes... a Sightron S2 and a Weaver 4x38. The Weaver is a steel tube Model K (reproduction) and the Sightron is a little lightweight sweetie. They both do the job.

I have an old Zeiss Diatal 4x32 with a 26mm tube which is great.

It currently lives on my .22lr air rifle. It is probably a bit too high quality scope for a 12ftlb air gun tbh but it does have excellent light transmission so the bunnies can't hide in the dusk...
