I have a Winchester Model 70 in 25-06 I will be using for deer hunting, and I need a scope.  The most I can spend on one is $400.  I don't know much about scopes so I appreciate all recommendations, thanks!

If you provide some other details, a more valid recommendation can be provided.  How far do you intend to shoot?  What is your probable location and time of day?

Anywhere from 100-400 yards.  Mostly fields with open shooting lanes.  Mornings, afternoons, evenings.

If you zero the crosshair on this at 200 yds  you will be a couple inches high on closer shots and the dots below center should be pretty close at 300 and 400 and where the lower post goes heavy 500. You would have to test that at the actual distances but it should be very close and would always be consistent.  Without getting too complicated let me say that a 42mm objective (front) scope is brightest in low light at 6x so even if you select a variable when the light gets dim dial down to about 6x and the image will brighten up.  At 6x one should easily be able to hand hold the rifle and get onto a moving deer where it becomes difficult at higher power so most guys with variable have it on low power while walking in or stalking and when they have a good rest increase the power.  There are two good ways to accurately place your bullets at longer distances one is known hold over marks like this scope has the other is to dial in correction like one does with the  SS scope mentioned above.  The Vortex mentioned above is a fine choice with a great no fault warranty but be aware that the BDC  (hold over marks) are designed to work at the maximum power and will represent different values at lower powers because this is a second focal plane scope and the reticle always appears the same size while field of view gets wider at lower powers so what the hold over marks represent changes at different powers but with a little work one can figure out what the marks represent at any specific power by testing on the range at known distances and making notes.   Also these seem to be a very good value:
