This thread has links to some very good info on both mils and minutes of angle. 

 Using a mil-dot scope is no different than using any other scope, other than the fact that it has a measuring tape built into the reticle. And using that measuring tape is MUCH easier if your scope is also has turrets graduated in mils...

 As far as ranging with a mil-dot goes, to do it accurately, you have to be able to break the reticle down into tenths. This is a skill that takes a LOT of practice, and is very perishable. Laser range finders are faster and more accurate. The formula I use is target size in inches multiplied by 27.78 divided by the mil reading in the scope...
If it is tourist season, why can't we shoot them?

Also, you need to know the exact size of your target.  If you are off even a little bit it can cause a miss.  For sport shooters and hunters a range finder is a much simpler and better way to go.
