Went to the range today to sight-in and shoot some groups. No wind to speak of. When I got sighted-in at 100yds. I started to set my windage barrel to zero. I noticed that my windage was set past 1/2 of usable range. In other words, if I have 7 turns total windage adjustment, my zero is around 5 turns. 1 piece Picatinny base, steel rings. Could the torque on the ring mount bolts effect windage that much? I used a torque wrench to tighten fasteners.

Several things can be the cause.
I would first remove the scope and bases and start from the beginning.
Check your base screws that they are drilled in alignment with the barrel. Next, mount the base and again check for proper alignment with the barrel. This is difficult and you need the correct tools. But maybe they are so bad you can see some obvious problem. If not, proceed with mounting the scope.
Set your windage to zero and mount your scope without over torqueing the screws. Check for windage staying zeroed. You can do this by fixing your rifle in a vice or rifle stand and drawing a plumb line on a wall approx 20 yds away. Remove the bolt and peer down the barrel. Shift the rifle, (or the line) untill you can see it in line with the barrel.
Next look through your scope. The vertical line of the scope should be on or very close to the plumb line. If not your mount bases are crooked.
If the two lines align, then proceed to torque the ring screws, watching continously if the scope vertical line has moved. Make sure the rifle stays rock solid.
If the two lines part company, your scope rings are out of alignment and the torquing is twisting the scope.

Or you could get the Burris Pos-align rings and correct it with the inserts. I have used these with great success. Another option would be to get the universal bases with adjustable windage. Leupold and Burris make them.
