I want to mount a scope on my 98K Mauser and I'm thinking about a Burris Fullfield II 4.5-14x42. How tall would the rings have to be for the scope to fit? I thought about putting a low scope safety on but even if I do that and get lower rings, I don't think the objective end would clear. OD of Burris is 56mm, half that to 28mm. That's roughly 1.1" so between rings and base I would have to clear that, right?

First off,WELCOME to OT!
The main determining factor to consider will be YOUR RIFLE'S bolt clearance on the ocular end. They can vary ALOT from Mauser to Mauser depending on whether the original is bent for clearance,an after market bolt is used, which brand is used, and who does the work. For now I've got Weaver bases and Leupold Rifleman verticle split rings(a medium height ring) with a 2-7x32 Vortex Viper scope on my 98. Although I've got more than enough clearance between the bbl and objective I'm as low as I can go due to bolt clearance. Mine is ALOT lower than others I've seen and fits me well.
