I'm pretty sure I have my 22-250 scope choice narrowed down to either the Viper 6.5-20x44 or a Monarch 4-16x42 both with Mil Dots. My concern is not the length of eye relief as the 22-250 has no recoil . It is how "critical " is it on these to scope? I like my scopes so when I shoulder my gun the site picture is right there without any shifting of your cheek and to not have to move when I adjust the magnification. I also don't want that tunnel effect that I see on a old simmons I still have. I just want the picture to be right there! Either of these have a noticable difference over the other?

You could mount the scope using a picatinney rail. This would allow you to set the scope where eye relief is correct with your cheek-weld. I don't own either one of these particular scopes, nor have I heard anything bad about them changing eye relief due to magnification. But any scope(except for the zeiss hendsolt) can get a bit fussy when the magnification  gets turned up.
If it is tourist season, why can't we shoot them?

I know exactly what you mean...
some scopes are just "easier" and quicker to get "into"
has nothing to do with published eye relief #s

Haven't used the Viper but the Monarchs I have used and owned didn't seem finicky
I am testing a Meopta Meopro 4-12x50 and it's a little finicky
not bad for using from a stand with a bolt action, but wouldn't want to use on a gun I need to get into action fast (and the power range doesn't lend itself to that either of course)

None of my monarch's seem to be finicky either.
