With a scope that has 65MOA of adjustment and a 15MOA base he should have 17.5MOA of adjustment left to shift the POI down. In a perfect world. Assuming that the rings are properly mounted on the Pic rail I would be wondering how you tightened the screws on the rings. Did you use a torque wrench? If so what was the torque setting? Over tightening the screws could cause binding, preventing full range of elevation adjustment. I have that rifle with a 15MOA base, Armalite one piece mount and a Nightforce BR 8-32x56 which has 50MOA of adjustment and I had no problems doing a 100 yd zero. And yes a 100yds zero to start. I wanted to make sure things were good before moving to longer distances.
