Newby here.  Been lurking for a while.
 
I have a Rem 700VS I bought in '94 (.308).  It currently has a 4-14x56 Springfield Armory scope on a 2-piece mount.  I want to sell that scope and replace it with a 6-24x50 Vortex Viper PST in Mil/Mil.  I plan to shoot paper targets out to 1000 yd using 168g FGGM ammo.
 
I will need to get a new mount & rings (I have the twist-in style now) and would like to get a steel picatinny set-up.  Here is what I was thinking:
 
TPS steel 20 MOA base
TPS steel rings
 
1.  Anyone know what height rings I need for the above setup?
2.  Do I need the 8-40 screw base or the 6-48 screw base?
3.  Does one brand of base need to be bedded whereas others dont?  For example I won't need to bed the badger steel base but would need to bed the TPS.  The badger base sure is expensive.

Welcome to Optics Talk. 

1) TPS Low rings, should be fine.
2) I think either will work fine. 6-48 screws for a .308, ought to be plenty. 
3) See below. These instructions apply to all rails.
