Are these bullets designed to perform like the hunting VLDs just in a shorter bullet?

They are intended to perform  on big game with high BCs, but in a factory twist barrel and loaded for regular magazine lengths.

That's right. The hybrid design refers to the ogive. Most bullets have a tangent ogive. Some, like the VLDs, have a secant ogive (more detail @ http://www.accurateshooter.com/ballistics/tangent-vs-secant-vs-hybrid-ogive-bullets/). They hybrid blends the two to get the easy seating characteristics of a tangent along with the higher BCs of a secant. While I don't know the specifics of the jacket construction on the Bergers, most hunting bullets have a heavier jacket to aid in retention and avoid fragmenting.
Reaction time is a factor...
