This will be a bench scope for target shooting from 40 yards out to 200 yards max. Only for punching paper.
My preferences...

-56mm objective lens (unless you can convince me on a 50mm objective)
-Side wheel adjustment (AO)
-Something greater then 20 power on max setting
-Keep the budget under $200

What are my options/suggestions?

I know nothing in that price range with those requirements that will be worth anything.  Why are you set on 56obj? or even 50obj? for a target scope you rarely will be using it in less than ideal conditions.

You can't get a set of Lyman peep and globe sights for 200, much less a decent scope to fit your requirements.
Life's concerns should be about the 120lb pack your trying to get to the top of the mountain, and not the rock in your boot.
