I have a Remington 700 30-06 that I want to target shoot with from 100-600 yards.  I was just about to get the SS10x42 and read a review about 16x being perfect for targets.  What are your opinions?  Is the 16x that much better and for that matter is the 20x even better?

Ive been using the 12X in my 308 with good success. You can go higher if you want but the mirage will be worse, and your FOV will be smaller. If neither of those things matter to you than go ahead and get the more powerful versions.

At what magmification does the mirage get too bad?  I live in SE Texas and summer days get HOT.

Ive owned most of the different models.  I really like the 16x and the 6x but for different reasons.  The 6x is as bright of an optic in low light as you can get so if you intend to hunt this rifle and ever have to shoot without a rest go with the 6x.  If you always have a solid rest the higher power ones are great.  I prefer the 16x over the 20x and I prefer the mil quad version with 1/10 mil clicks. To me if Im shooting targets I really like more than 10x and if Im hunting of the target is under one hundred yards, I like less than 10x.  Like I said I have owned almost all of the models in fact the only one I have not owned is the 12x and Im not sure I see the point of going from 10 to 12 or the value of backing off of the 16 down to 12.  The 20 x to me seems to be more sensitive in its focus adjustment so that what is in focus front to back is a narrower depth of field requiring a more precise adjustment where the 16x is a tad more forgiving but still plenty of magnification. 
Mirage depends greatly on distance to target. If you are working far enough out for mirage to be an issue you probably want the higher magnification scope anyway to ID the target, and so you just suffer the effect of mirage or walk closer. If its that much of a concern buy the variable power.

Thanks.  It looks like I was on the right track with the 10x.  I think 16x is a little too much for 100 yards.  The only thing I hunt is paper targets.

If all your doing is paper targets the 16X would be my choice, or if thats just a bit high for you you think, then the 12X.

If you went with the 16X by the 16th you'd get a free set of rings. If I had to choose one fixed mag scope I'd go with the 12X. That makes 600 yard target shooting more comfortable but not impossible with mirage.

I realize this isn't a great recommendation price-wise since it's $400 more than any of those: But consider the 3-15. It's a great value for the money and more versatile. Think of the extra cost as an investment that pays off now with more flexibility at the range. And it has the potential to switch to a hunting rifle or similar.

The 3-15 has adjustable parallax, which could make those longer shots more accurate. And it goes so low I can dry fire practice inside the house.

What is your budget? If you can go to the $800 mark I would go with the SS 10x HD. Better glass makes a big difference in what you will see at longer distances. I would rather have a lower power and better glass than a higher power with poorer glass.

My budget will be stressed at $400.  That's not much to start with but...
How are the optics in the 3-15?  It's not HD glass so is it dim at 15x or clear?  It will take me a long time to save the difference in price.

The 3-15 is a nice scope and there are some reviews on it. Just do a search for it.

Will 12x be too much at 100 yards?  Do you run into mirage and other problems with the higher powers?  I will sight in at 100 yards and the longest range at my club is 600 yards.

The 12x SS is perfect for your intended use. It has a rear focus feature that allows you to "dial down" to around 10 meters.
