Recently bought two Williams side mount scope mounts. In taking them apart I noticed the front ring is adjustable for windage. There doesn't seem to be any adjustment for elevation. Since the rings are 26mm, I was wondering if these were made for the European scopes that only had elevation adjustments ?

I don't know.  I do know that Williams used to make bases that were windage adjustable.

On these, the rear ring has a threaded stud fitting in a hole in the base secured by a knurled thumbwheel.
The front ring looks the same but when removed there is a brass lined eccentric with three notches. The ring can be put in any of them and the brass piece can be rotated to change windage. That ring (same as rear) also is held in place by the same knurled thumb wheel from below.

There's a knurled wheel under the base under each ring to aid in mounting. Gives you a limited amount of windage. They also had the "windage ring" that you could buy separately to mount in the back. 

Windage ring was $4.75 in 1970.

Williams made rings in both 1 inch and 26 mm....the windage ring was supposed to go in the BACK.
