Did you use an ND filter or just a slow shutter speed alone to get the water motion blur?

Thanks!  I can't positively remember, but I doubt it, because it was shot at f/22 and I was using a 24mm tilt/shift lens, tilted, so I wouldn't have needed f/22 to achieve focus, only for the slow shutter speed.
