Weaver 1.5-4X20 or 2.5-8X28

VS

Burris 2X20

This is going on a non-recoiling pcp pistol. 

I need over 21" of eye relief, more the better. 

The fixed power Burris is as much or near that of the variable power Weavers, is the Burris worth the $$$? The extra power of the Weavers would be used little if at all but if the Burris is over priced I would go with the better value Weaver. I want the scope with the highest quality glass and internal adjustments.

I don't think the Burris is overpriced.  Weaver would/should suit your needs, but at 4x the eye relief is way below what you are saying you need.  If you don't want or need variable power, don't get it.

I have used a number of cheaper 2X pistol scopes and the Swift and Nikon 2X's on 22 pistols and a couple air pistols, and if I had to pick one overall it'd be the Nikon as the optics are good quality and it comes with a low profile target turret, that's rated at 120 MOA total travel. Never used the Burris nor Weaver though.
