Help Identifying a "do hicky"

Bought this at a antique sale... no clue what I bought.  Didn't pay much for it.  Seems to fit over your hand and work the thing with your thumb.... anyone seen anything like it?   Maybe something for fly fishing?  Had a small piece of thread in one of the mechanism and thinking it was fly tying thread.

Don't think it's for fly tying.

Maybe a do-hicky for a franacram .

It is definitely a "do-hicky" and no respectable rifleman should be without one. It has several uses, the most common one being to unblock a rifle bolt jammed shut. It's other uses are for re-adjusting older model rifle telescopic sites, calculating BC of bullets and opening beer cans.
 
I have also seen the odd fisherman use it to untangle a bunch of buggers when their fishing reel has an overrun.

I can't find anyone who can tell me what it is. Took it to several antique dealers, sportsman shops... anywhere I could think of.... maybe the antique roadshow is coming through soon... or I can go to Vegas and carry it to Rick and the pawn shop, he might know.

Does it have a knife or a needle. Can't tell what it does when articulated. But it reminds me of something used in leather working or upholstery work.
Folks ain't got a sense of humor no more. They don't laugh they just get sore.

Need to follow the rules. Just hard to determine which set of rules to follow

I have 3 of those. i'm pretty sure it's called a phlegelwaffer. One was included in my naughty surgeon costume kit, and it routinely comes in handy on Adventure Tuesdays here at Casa Rifledude.
