I would probably go the detachable magazine route using Accuracy International .223 mags that fit in the Badger Bottom metal or Surgeon Bottom metal etc all the ones that run AI mags for short action will work with the AI mags.  interestingly enough my 700 with Surgeon Bottom metal and AI mags will load and cycle 80 grain loaded ammo which is too long for anAR15 mag.   Looks like Sekins Precision also makes AI compatible bottom metal .  Note SWFA is a dealer for Sekins Precision they could probably special  order in the bottom metal it appears to cost less than Surgeon and Badger.

SWFA has  the Badger bottom metal in stock - while photo shows the magazines you need to ask if it comes with them or if they need to be special ordered.   AI mags can be hard to find.

MDT and Ruger also make an AI compatable .223 mag but if you can find the AI ones they are awesome.

I've never heard of such for a Remington 700. You sure it wasn't a Remington made 1903A3?
What class was he shooting in?
Life's concerns should be about the 120lb pack your trying to get to the top of the mountain, and not the rock in your boot.
