Ok, I have found out what this stuff is. It's called WOOD'S METAL The method for use on binoculars was pateneted by ROSS in 1941 for securing prisms to a round metal plate Pat: 551479

And then again in 1943 to secure lenses in place. Pat: 568590.

Also pertinent to this is this patent:

hinge.The adjustment being secured by
using a gap filling material such as
Woods metal or a plastic.
