Can someone please tell me if the Leupold Mark 4 PR 3x9x40 is the newer version(new name) of the VX II tactical 3x9x40?

That is correct.  All tactical scopes will be under the Mark 4 umbrella, then catagorized into more specific departments.

 

Optics for Every Mission Profile
Leupold Mark 4 optics are grouped by mission profile, to help you find the optics that are right for the job. For everything from clearing a building to area containment, turn to Leupold Mark 4 Close Quarter/Tactical (CQ/T) optics. The MR/T (Mid Range/Tactical) riflescopes are for that middle ground between short and long range. When serious precision at long distance is a must, so is a Leupold LR/T (Long Range/Tactical) riflescope. Each category overlaps with the next for total mission coverage…simply put, there’s a Leupold Mark 4 optic to cover any situation.

 

 

The Mark 4 3-9x40mm PR is specially configured to serve the needs of the military and law enforcement communities. The Mark 4 3-9x40mm PR offers mid-range magnification levels and moderate size. A matte black finish (with a special black matte tactical objective ring instead of the trademark Leupold Golden Ring) and target-style adjustment dials make this scope easily adaptable to any tactical application.
