Hello,

I am looking for a variable or fixed 12x, 14x or 16x with mrad adjustments, AO and a lens 40-44mm. 

I was thinking of getting the weaver 3-15x EMDR but would prefer a lens less than 50mm and fixed. Strictly for target shooting with a Grendel 6.5. I just never find myself going over 16x with any scope even when it's over 500 yards. $700 budget. There used to be a Bushy 4200 Elite 3-12x mil-mil that would have worked for worked me but I believe those are discontinued. Thanks for you recommendation.

Perhaps the Vortex PST 4-16 FFP.  It's a bit more than your budget, but it's illuminated and it's first focal plane so ranging can be done at any magnification.
 
 
There is also a version that is not FFP and is in your $700 budget.
 
 
 
Both will have 50mm front objectives.  You can still find the Bushnell 3-12 x 44 second hand, and it would fit all the criteria you have.
