I'm using the Leupold quick release mounts and rings on my .300 WM.  I noticed the rings have grooves in them.  Should I still lap the rings if they have grooves?

Get a pair of Brownells alignment cylinders to check them out. These are 1" or 30mm aluminum cylinders with cones at one end. When you put them in the rings, the points of the cones indicate whether the rings are aligned.
 
Also, don't tighten them down a lot. Most rings are meant to be tightened to 15-20 inch-pounds of torque. If you don't have a torque screwdriver, this is as much as can be applied with the standard tiny Torx wrenches provided with most mounts these days, or using a screwdriver with only the thumb and first two fingers of your hand, with your hand ABOVE the screwdrive handle. Unless, of course, you are the Incredible Hulk.

Mostly actions are not true on the top, and consequently the rings are pointing in different directions. When you start lap rings and see how uneven the the rings are, you are wondering how much your other scopes are.......
 
Some factories are using belt sanders for final forming and finnishing of the actions.
So on one rifle the front ring is pointing forward, and on the other one it's pointing backwards.

Hey guys thanks for the input.  I put the rings on and then used the alignment cylinders and it was dead on to my surprise.  John, you mention tightened to 15-20 inch-pounds.  Do you also use a thread sealant like loctite?

I like loktite in the mount to receiver threads but the threads sometimes have oil.

The rear scope mount is easy to clean for the loktite to bond, the front 6-48 threads lead right to the 1-12 barrel threads.

If the barrel is pulled to clean the front mount threads, clean the threads, put the barrel back on, and then install the mount with loktite.

I like to put glass under the mounts so that there will be no scope bing and NO LAPPING.

So:
Pull the barrel
clean the scope mount threads
Put on the barrel [with an action wrench that would otherwise run into the mount]
Glass the mounts while co planar and parrallel to the bore, so any center adjusted scope will be on the paper.
When the glass hardens, Loktite the mount.

In general I only use Loctite on base screws. There's no reason to use it on ring screws or inside the rings most of the time. In fact with rings that are aligned correctly, with screws tightened to 15-20 inch-pounds, I have had not had normal scopes slip even on .416's. By "normal," I mean up to 15 ounces or so.

Unless I'm using Burris Signature rings I always lap them. With the exception of those and DedNutz I have yet to see a set that didn't benefit from at least a bit of lapping.
