I am using a 4x power scope in NRA/CMP High Power Competitive Shooting events.

Do the various scope  use basically the same internal adjusting mechanisms?

While we tend to make a big deal about glass quality little mention seems to be placed on the vital adjusting system.

I realize that one can do a box test to get some what of an idea about ones scope reputability but my interest is about the LONG term durability of the internal adjusting parts GIVEN that for the most part we competitive shooter REPEATEDLY adjust the scopes windage adjustment in a vary narrow range.

RARELY do we hold off so the windage gets adjusted alot

Anything mechanical is subject to wear over time with constant use.  The up side is if you are using something all the time you should have a really good idea what to expect.  Some brands seem to be more consistent in their adjustment than others.  I have had cheap scopes that you could adjust and adjust then all of a sudden it caught up to the adjustments that were made obviously that is not what we need. Are you limited to a fixed 4x or are you able to select a variable and keep it set on 4x. Scope adjustment mechanisms are discussed all the time, so I am not where you have been looking.

Either way, there are several scopes becoming available specifically for the CMP High Power game with the two highest end options being March 1-4.5x24 and Nightforce 4.5x24.  Both are very expensive and I expect to be very good.  Both of these companies have excellent reputation for reliable adjustments over time.

Generally, there are quite a few quality 1-4x scopes that would work well for you, but until the rules on use of optics in high power competition were changed, most people did not spend a whole lot of time spinning the turrets on low power scopes.

You mention that you are using a scope currently.  Are the adjustments giving you trouble?  Or are you looking for an upgrade?
