Sorry I can't stop laughing-- assuming your serious, this would be similar to putting teflon bearings on a dodge truck. Its almost impossible to torque (I'm assuming also your talking about the hinge type) evenly. just make sure the burrs are gone. weavers are steel on the uppers and Al on the lowers. one can get lapping tools from brownells.com. If your talking their quad locks, lap as usual.-much better mount.

I agree with Dale Clifford that the effort would be better spent on a really good set of tactical rings, but at the same time I don't see any reason not to try it. Just mount the lower ring halves solidly to your bases and lap away. If there is any axial misalignment you should be able to correct or at least allevite it. Once the bottom halves line up with each other, the flexible top halves will simply conform to the scope tube. An interesting project and learning experience if nothing else.

dale, i'm genuinely glad i brought your day some joy.my situation is like this though. after reading much of the talk on this forum about good scopes etc i decided to splash out way beyond my usual budget to get a new monarch 5-20-44[not here yet as you would be aware]-upgrading in a big way from my simmons whitetail expedition[hopefully].it will be mounted on my howa lightning 223, which again is cheap, but with handloaded remington plhp's is still capable of 1/2" groups at 100y. i wont be going into combat or throwing the gun around-[in fact quite the opposite, i treat it rather well], combined with fact that it's not a hard recoiling rifle, says to me that i dont need mounts that are bomb proof. all i want is mounts that are going to hold the scope on the gun without affecting my accuracy. i'm aware that better mounts are more concentric more tough and more good looking but they surely couldn't make my gun more accurate. hence lapping my crappy rings should in theory make them a little less crappy and hold my scope to my gun better???
also what do you mean they are almost impossible to torque evenly?
