My Ruger #1B in 30.06 is currently without a scope. Thinking of taking the Conquest 4x32 off the .17 hmr bolt action and putting it on the Ruger.
If I do that, what would be a good scope <$250 to put on the .17 hmr? Will be using the rifle for squirrels, small varmints and targets out to about 200 yards.
Any recommendations?

I have a Leupold 3-9x33 EFR on my .17hmr hunting rig and absolutely love it.  The competitor Ultra RM is very similar and can be had for around $230.  I've been able to easily take squirrels at ranges from 10 to 100+ yards with the 3-9.  On longer shots, especially at the range or from a prone position, higher magnification would be useful but most hunting shots are not way out there and you will benefit much more on a hunting scope to have a lower powered low end with a wider field of view than a high powered top end.

I picked up a used .17HMR that has a 3-9x40 on it. I thought about replacing the scope, but after I started to use it I decided there was no need to. It's a cheap scope, and I have no idea what brand it is, but it has a mil dot reticle, which is handy when shooting golf balls past 100yds. One of these days I might use a different scope on the .17, but I don't need to now.
Life's concerns should be about the 120lb pack your trying to get to the top of the mountain, and not the rock in your boot.

The Weaver V10 2-10x38 has become a well-loved bargain scope. Purchased them as low as $130 but well worth in excess of $200 IMO.  The Leupold 2-7x28 VX2 Ultralight is going EOL I think and is being discounted. Good scope for small rimfire platforms and firing off-hand at 8.5oz.   I run one on a small ruger compact .260. It's still rated for 5k impacts at 750g (=375 H&H Mag).   Those would be my top 2 picks.  The Bushnell 3500 is worth a look.  If you agreed with a fixed 4x, these mag ranges should be OK.  I avoid Nikon (bad experience and it stuck) and while a Vortex fan the lower tier offerings never compared well IMO to other similar price-point options. I'm sure there are other great options available.
