Purchased a used SWFA SS 10X42 and have no paper work. Is there a Downloadable manual? One question I have right now is I'm sitting at 3 on the elevation with a 200 yd zero with a 20MOA rail no shims in the elevation cap. Is there any way to to get it to the first horizontal line instead of the third? and how many minutes of elevation and or windage do I get with one complete revolution of the elevation/ windage Turret?

Lost me there. a 10x SS should zero at 200 with a 20 moa base with plenty of travel above and below. Do you mean how do you re set the knobs to Zero? if so you back out the three hex screws that secure the knob pull it straight up re align it press it down and tighten the three hex screws.

Not sure I understand "shims in the elevation cap" there is no cap over the knob and a shim would go above or below the scope tube inside the rings on a scope with limited adjustment which this is not it should have plenty of adjustment if the rings and base are on correctly.

If you are using the reticle for hold over first tell us if it is mil dot or mil quad.  The turrets should be marked but the 10x has been made in several variations :

MOA-Quad, 1/4 MOA Clicks, 15 MOA Revolution

https://www.swfa.com/swfa-ss-10x42-tactical-30mm-riflescope-3.html
Mil-Quad, 1/10 MIL Clicks, 5 MIL Revolution, Rear Focus

The first ones were mil dots with 1/4 moa clicks
 https://www.samplelist.com/swfa-ss-10x42-riflescope-demo-c-3.html

some have side focus most have rear focus then there is the 10HD Mil Mil

To further complicate the answer Kenton Ind also engraves knobs for the SS.
