A variable scope offers a range of magnifications, 3-9X or something like that. Magnification ranges from 1-4X up to 8-32X. A fixed scope is a single power, 4X or 6X up to 40X or so. Most hunters use a varibles scope to cover more circumstances, but some like the simplicity of a fixed power. Target shooters usually use a high power fixed scope.

Generally variables are physically larger than their counterpart in fixed and weigh more. although not much these days. And of course a fixed should cost less.

AS Dale pointed out the variable in a much flexile scope for big and smallgame and the weight differences are not of any real concern. Leupold makes some of the lightest variables on the market and are very good scopes in the VXlll line.
