I have a Zeiss Conquest 3-9x50. Having come by it used on an A-Bolt II, I expect it is one of the early generation.

Eye relief at 3x makes head position very critical. The full FOV is easier to acquire at higher magnification. I thought it was just how the scope was mounted, but the head position is critical going both fore and aft.

Is this normal for these scopes? If it is I'll just keep use it at 4x on the low end. It's about like other decent scopes I have a 4x and up.

I have 3 of those scopes, but mine are 32 and 40 mm.
The eye relief does not change with the power at all. Eye positioning, or the "eye box" is very forgiving, even at higher power.
I like them very much, no problem whatsoever with eye relief and eye positioning, they are outstanding.
Your 50mm may be a bit different, but i doubt it.
Most likely, your scope is not properly mounted. It probably is a bit too close to your eye. I say so because i very recently spent 2 hours fiddling to properly install one of the scopes on a new rifle and i did have a few moments of "weird, this is not supposed to be like this" until i found the proper position, which was further away from the eye.
If you combine too close or too far from the eye with rings that are too high or too low, you get what you described, for sure. I know that from another Conquest/rifle combination that fit me somewhat while wearing a shirt and not at all when wearing  winter hunting clothes.

Iirc conquests have 4 inches or eye relief, so they do need to be pretty far from your eye

Thanks for the advice. I kept all that in mind while I compared to some other scopes.

Compared to a Super Slam and a VX3, both of which have at least 4" eye relief at lower power, the Conquest MC is more critical. All were mounted on about medium height. I mount everything at medium to get my glasses lens more square to the scope lenses.

I'd say it was me or my glasses, but a couple other people found the eye relief unusually critical at 3x. Above 4x is much better. Could be we're just not used to constant eye relief scopes. I don't think I've had one before. It is a fact that I can just throw up with it on 3x and get full FOV if I put my head in the same spot each time. This continues on up the mag. range from the same spot.

Main thing is there isn't something wrong with the scope. So, I am free to like or not like or send down the road to someone who likes.
